Monitoring places of detention - NPM 16th annual report (PDF, 6.0 MB)
The UK NPM’s sixteenth annual report was laid in Parliament on 11 December 2025.
For the first time, the report features analysis from the NPM Reporting Dashboard, which tracks recommendations made by the NPM’s 21 constituent scrutiny bodies and enables the public to filter this data by setting, location, tag and more.
At the time of publication, the UK NPM Reporting Dashboard includes all public reports on inspections and visits to prisons, police custody, court custody, immigration detention, secure children’s homes, and high secure mental health settings from 2020 onward. It does not yet include visits and inspections made to low and medium secure mental health hospitals, other healthcare units where someone might be detained under mental health laws, or social care sites where someone might be deprived of their liberty under mental capacity legislation. For example, in the reporting year CQC completed 635 Mental Health Act monitoring visits including to 163 forensic mental health wards.
